Channel 24 in Ukraine broadcast an interview with Gennadiy Druzenko
of the Pirogov First Volunteer Mobile Hospital
(PFVMH). At the 18 second mark, he says he has given the order to castrate all Russian Men.
To be clear, Gennadiy Druzenko, is not part of the Ukraine military, nor is he a doctor. He's a scholar, and a lawyer on the advisory board of the hospital, you can see him on the Management section of the Hospital's website
.
He has a profile page on the hospital's website, although it does look like Google Translate struggles with the translation.
If you look at the logo behind Gennadiy Druzenko in the video, and compare it to the logo on the Pirogov First Volunteer Mobile Hospital website, you can see they are the same. Additionally you can view an archived copy of the website and see it has been in use since June of 2017
, so this isn’t some freshly created website created to spread Russian Disinformation.
Looking into the PFVMH they do appear to be a legitimate medical organization, and they don’t have a history of questionable activities. Additionally there is zero evidence this procedure has been performed on any wounded or captured Russian soldiers. Seeing how Gennadiy Druzenko isn’t a doctor, it’s unclear if he’s seriously ordering, and expecting his doctors to mutilate wounded enemy soldiers, or if this is just a poorly chosen scare tactic to undermine morale of Russian soldiers.
If castrations were being performed on wounded Russian Soldiers, this would clearly be a War Crime, specifically violating Article 13 of the 1949 Geneva Convention, which says:

Any unlawful act or omission by the Detaining Power causing death or seriously endangering the health of a prisoner of war in its custody is prohibited, and will be regarded as a serious breach of the present Convention. In particular, no prisoner of war may be subjected to physical mutilation or to medical or scientific experiments of any kind which are not justified by the medical, dental or hospital treatment of the prisoner concerned and carried out in his interest. Likewise, prisoners of war must at all times be protected, particularly against acts of violence or intimidation and against insults and public curiosity.
